RESEARCHERS, STUDENTS AND VOLUNTEERS UNDER SPECIFIC COOPERATION PROGRAMS (VITEM-I) PDF Print E-mail

Eligibility:

  • Pursue scientific, technologic, or volunteer activities under the umbrella of an international cooperation program
  • pursue professorial studies/ research/ teaching and/or pursue scientific/technologic activities at an university, research, or similar organization attend school under an approved exchange student program
  • work as an unpaid intern benefitting from a scholarship under the umbrella of a program sponsored by a Brazilian governmental agency, an international organization, or an authorized exchange students institution 
  • receive technical training in the operation and/or maintenance of machinery or equipment produced in Brazil
  • receive training in Brazil as an under 21-year old amateur athlete
  • community services and volunteering activities

 Terms and Conditions:

  • Visa holders are prohibited from holding any paid job in Brazil.
  • A professor, scientist, or researcher pursuing activities at an university, research, or similar organization is allowed to be paid a "pro-labore" by a Brazilian party for short term activities. Scholarship payment by a Brazilian party is otherwise permitted.
  • For extended stays (a minimum of 6 months) the same type of visa can be issued to immediate family members. Those are, however, prohibited from engaging in any paid activity in Brazil.
  • First arrival in Brazil must take place within 90 days from the date the visa was issued.
  • This visa is good for multiple entries within the visa's duration. If necessary, a visa extension may be issued by the Federal Police in Brazil, If requested at least 30 days prior to the expiration of the authorized stay (special requirements apply).
  • Whenever the planned stay exceeds 90 days, visitors must register with the Federal Police in Brazil within 30 days from first arrival in the country (together with the passport, you must submit the original visa application form that will be returned to you by the Embassy once the visa is issued).
  • Visa will be issued on a "laissez-passer" to nationals of the following countries: Bhutan, Central African Republic, and Taiwan.
  • Brazilian nationals must enter and leave Brazil with their Brazilian passport only.

 Procedures:

  •  Visa Application Form must be filled online at https://scedv.serpro.gov.br 

    Applicants must follow the steps below:

    . Fill in the form.
    . Click "SEND" to receive your processing number and receipt.
    . Print the receipt.
    . Attach one PASSPORT SIZE photograph (colourful and white background; we don't accept black & white photo and colourful background. Snapshots and computer pictures are not accepted).
    . SIGN the receipt.
    . Bring the duly completed and signed receipt, and passport to the Embassy.

    The application form filled–out on-line is valid for one month only; if you apply after that period it will be necessary to fill-out another form.

  • passport with a minimum remaining validity of six months prior to its expiration date, and with at least 2 blank visa pages available for the visa stamp - excluding the pages reserved for Amendments and Endorsements.
  • proof of residence in the consular jurisdiction
  • whenever the planned stay exceeds 90 days, recent non-criminal record issued by the local (i.e., applicant's place of residence) Police Department (if applicant is of a criminally liable age) as applicable (i.e.,if applying for an extended-stay visa to immediate family members), copy of marriage certificate, birth certificate, or other official dependency document 
  • as applicable (i.e., if applicant traveled within the last 90 days to any of the following countries: Angola, Bolivia, Benin, Burkina Faso, Cameroon, Colombia, Democratic Republic of Congo, Ecuador, French Guiana, Gabon, Ghana, Gambia, Republic of Guinea, Liberia, Nigeria, Peru, Sierra Leone, Sudan, or Venezuela), yellow fever vaccination certificate.
  • Please note that yellow fever vaccination is advisable if applicant's destination in Brazil includes any of the following States:
            Acre, Amapá, Amazonas, Federal District, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul,     Pará, Rondônia, Roraima, and Tocantins.
  • as applicable (for activities under an international cooperation program), copy of the international agreement, proof of professional expertise, and letter from sponsoring organization informing activities to be pursued by applicant and attesting to the following: that the organization will be responsible for repatriating the applicant (and his/her family, as applicable) once the visa expires or the agreement ceases to exist, and that the applicant will not receive any payment from a Brazilian party
  • as applicable (for professorial, research, or scientific activities), letter from Brazilian sponsoring organization informing activities to be pursued and pecuniary conditions, whenever applicable, copy of the "Portaria" (Ordinance) that authorizes such research activities.
  • Medical or dental volunteer services can only be provided once the proper authorization by a "Conselho Federal or Regional de Medicina is issued. The collection of biological and mineral material and/or    carrying out activities in indigenous areas require prior authorization by the "Conselho Nacional de Desenvolvimento Científico e Tecnológico - CNPq" and/or by the "Fundação Nacional do Índio - FUNAI".
  • as applicable (for exchange students),
            i) letter from school, college or university in Brazil confirming the enrollment or acceptance of the
            student and informing the duration of studies; 
            ii) parents' authorization (if applicant is under 18 years old);
            iii) proof of financial capability to pay for the stay in Brazil; 
            iv) letter from the sponsoring Brazilian exchange students program organization, stating the
            student's inclusion of the program, name and location of the educational
            institution, as well as the address/ names/ qualifications of
            responsible parties of "hosting family" in Brazil; and
            v) copy of the Brazilian exchange students program organization bylaws, and its
            Cadastro Nacional de Pessoas Jurídicas
  • as applicable (for interns), notarized copy of agreement ("termo de compromisso") between the intern and the Brazilian organization or institution, attesting to the conditions for internship, scholarship,       and the required involvement of a Brazilian government agency, international cooperation organization, or authorized exchange organization (in this case, add copy of its bylaws, official registration, and Cadastro Nacional de Pessoas Jurídicas)
  • as applicable (for technical training), letter from employer attesting to the fact that applicant will not receive salary or payment of any kind by a Brazilian party, and letter from Brazilian corporation informing the nature of the training to be provided and attesting to the fact that it will be hold responsible for the applicant while in Brazil
  • as applicable (for athletic training), parents' authorization (if applicant is under 18 years old), recent non-criminal record issued by the local Police Department (if applicant is of a criminally liable age),    copy of birth certificate, copy of the agreement/contract between the Singaporean and the Brazilian organization, and copy of document(s) attesting to the following:
    • confirmation of training for applicant for a specified period, maintenance
    • conditions, and guarantee of repatriation of applicant once the visa expires
  • as applicable (for community services and volunteering activities):
    • notarized copy of the identification page(s) of the applicant's
    • passport
    • notarized document proving applicant's professional experience or qualification compatible with activities to be carried out in Brazil (notarized document plus 1 photocopy)
    • notarized letter of invitation issued by Brazilian sponsoring organization attesting to the conditions of the trip (pecuniary conditions, type of services to be provided, and locations where volunteering will be pursued) (notarized document plus 1 photocopy)
    • notarized written statement from Brazilian sponsoring organization guaranteeing maintenance of volunteer in Brazil and his/her repatriation at term (notarized document plus 1 photocopy)
    • notarized term of responsibility from Brazilian sponsoring organization guaranteeing payment of all hospital and medical expenses of applicant and his/her dependents while their stay in Brazil (notarized document plus 1 photocopy) 
    • notarized copy of Brazilian sponsoring organization by-laws; act in which the organization's directors were nominated, and proof that it is in existence (notarized documents plus 1 photocopy) 
    • notarized copy of Brazilian sponsoring organization's registration at the "Conselho de Assistência Social" or whenever applicable, certificate qualifying as an organization of public interest issued by the Brazilian Ministry of Justice (notarized document plus 1 photocopy).
      Please note that all documents received will be relayed to the Brazilian Ministry of External Relations for approval.

 The requirements are not all-inclusive. When processing a visa submission, the Embassy may request additional information/documentation. All supporting documentation that is not originated in Brazil must be  authenticated by the Embassy. Copy of Brazilian supporting documents must be notarized by a Cartório in Brazil.

      The Embassy accepts visa submissions by the applicant in person or by a third party, acting on his/her behalf, or a travel/visa agency in Singapore. The Embassy cannot and will not recommend any such firm. Visas are normally processed in 3 -5 working days. There is no express service.
