Brazil and Singapore established diplomatic relations in 1967. Bilateral ties strengthened with the opening of a permanent Embassy of Brazil in Singapore, in 1979. In 2005, IE Singapore opened an office in São Paulo with the aim of boosting trade and economic flows with Brazil and other countries in South America. For its stability, economic force and regional projection, Singapore is a relevant partner to Brazil in Southeast Asia.

Since 2004, Mr. Choo Chiao Beng, Chairman of the Board and CEO of Keppel Offshore and Marine, has been appointed Ambassador of Singapore to Brazil, non-resident.

During his official visit to Brazil, in September of 2005, Deputy Prime Minister of Singapore, Professor S. Jayakumar, was received by Brazilian authorities of the highest level. Professor Jayakumar transmitted to Vice-president José de Alencar the official invitation to President Luiz Inácio Lula da Silva to visit Singapore. He also conveyed to the Brazilian authorities the support of Singapore to the candidacy of Brazil to a permanent seat in the Security Council of the United Nations.

Recently, the prospects for high-level bilateral interactions have increased. The Brazilian Minister of Agriculture, Livestock and Supply, visited Singapore in March 2007 accompanied with a high-level technical delegations. It was the first Brazilian ministerial bilateral visit to Singapore in the last ten years. Minister Luís Carlos Guedes Pinto met the Minister of State for National Development, Mrs. Grace Fu, and the Senior Minister of State for Foreign Affairs, Mr. Balaji Sadasivan. The Brazilian delegation had extensive meetings with the Agro-food and Veterinary Authority (AVA), as Brazil is one of the major exporters of food products to Singapore.

In 2007, President S.R. Nathan has renewed the invitation for President Luiz Inácio Lula da Silva to visit Singapore. In August 2007, Minister of Foreign Affairs George Yeo will make a bilateral official visit to Brazil, together with his participation in the III Ministerial Meeting of
FEALAC ,the Forum for East Asia and Latin American Cooperation.

The possibilities of Brazil-Singapore partnership are multiple, allowing further economic, financial and political cooperation, not only in multilateral fora, such as the UN and WTO, but also in business-oriented areas. Singapore occupies a privileged position in influencing multilateral politics and economics in Southeast Asia, having negotiated an extensive network of free trade agreements, showing a high level of leadership in the dynamics of Asian integration, as well playing a significant role in the ASEAN community and the region of the Asia-Pacific, as a member of APEC.

Since 2004, Singapore and Mercosur (Argentina, Brazil, Paraguay, Uruguay and Venezuela) are negotiating and “Understanding and Plan of Action on Trade and Investment”.
